This variable has meaning only on Windows systems. Under Windows, unboxed entry fields include a small amount of extra space so the cursor can be seen when it is placed after the last character position. This space can be a problem if you want to convert a program and align screen items. When WIN3_EF_PADDED is set to "0", this extra space does not appear in unboxed entry fields, and the entry field has only enough space for its character positions. When this variable is set to the default "1", the extra space appears in unboxed entry fields.
